Position Summary:
Responsible for the direction, control and coordination of all financial activities of the District. Directs the Patient Financial Services, Finance/Accounting, Admitting/Service Representatives, Supply Chain and Medical Records functions. Responsible for planning and developing the District’s basic systems of accounting and financial control and coordination and cooperation of the Districts annual independent external audit. Oversees financial reporting and responsible as the primary liaison with the external financial community.

- Maintains a safe, clean working environment, including unit based safety and infection control requirements.
- Evaluates, develops, and administers accounting systems and practices that comply with GAAP, FASB, GASB rulings, regulations, and laws.
- Establishes, maintains, and monitors internal accounting control systems in order to ensure safe/sound operations, accurate accounting records for the statement of the institution’s financial condition, and timely, accurate report data for regulators and management.
- Supervises the preparation of all regulatory reports and monitors compliance.
- Provide direction in the preparation and presentation of the company’s financial forecasts.
- Establish the company’s system of budgetary control; provide for the interpretation of financial results against planned performance.
- Develop and monitor capital expenditure budgeting considering project cost, financing costs, cash flow and return on investment. Also, review existing capital investments to justify viability.
- Work with independent auditors in the preparation of the annual Financial Statements.
- Work with the Trustee bank to supply all reporting required in the debt agreements and insure compliance of all debt covenants.
- As a member of the Information Systems Steering Committee, develop the objectives which meet the informational needs of the company.
- Develop and maintain cost information which can be used to guide decisions to support the company’s goals, objectives and strategies.
- Develop and maintain an internal control structure which insures that the integrity of information is maintained in the areas of receivables, payables, treasury, revenues, inventory, fixed assets and financial reporting.
- Develop a timely and accurate process of monitoring cash flow to insure internal control and maximize the return on cash assets.
- Directs the Patient Financial Services, Finance/Accounting, Admitting/Service Representatives, Supply Chain and Medical Records functions.
Qualifications:
- Minimum of 10 years hospital financial management experience, required.
- Preferred minimum hospital financial and demographic scope of experience: 390 licensed beds, 75,000 ER visits, 60,000 Outpatient visits, $300 million net revenue, $44 million net AR.
- Possess strong analytical, quantitative, problem solving, technical and communication skills.
- Have the ability to effectively interface with senior management and governance.
- Ability to communicate with auditors, analysts, legal counsel, stakeholders, governance and all levels of personnel within the District in an effective and professional manner.
- Applies broad knowledge and seasoned experience when addressing complex issues; defines strategic issues clearly despite ambiguity; takes all critical information into account when making decisions; makes timely, tough decisions.
- Understands the meaning and implications of key financial indicators; manages overall financial performance (income statement and balance sheet); uses financial analysis to evaluate strategic options and opportunities.

Education:
- Bachelor’s degree from an accredited university in Accounting/Finance or similar, required.
- MBA, preferred.
Licenses:
Each new hire candidate who is offered employment must pass a physical evaluation, urine drug screen and pre-employment background checks before starting work.
