In order to achieve our mission, we see, hear and listen to our front line healthcare workers, employees, medical staff and all community stakeholders in order to understand and meet our community’s needs.   Position Summary: Works with multiple departments, including but not limited to, Plant Operations, Security, Biomedical Engineering, Environmental Services, Infection Prevention, Risk, Regulatory and Compliance to ensure the development and implementation of required safety and environment of care management plans. Assumes the position of Safety Officer and advisor to the Incident Commander during times of disaster and emergent operations.   Major Position Responsibilities: The position characteristics reflect the most important duties, responsibilities and competencies considered necessary to perform the essential functions of the job in a fully competent manner. The characteristics of the position and standards of performance may be changed by TCMC with or without prior notice based on the needs of the organization. - Maintains a safe, clean working environment, including unit based safety and infection control requirements. - Plan, coordinate, direct and administer the safety, security and environment of care programs in all clinical and non-clinical areas. Responsible for implementation and monitoring of policies and procedures related to safety and environment of care. - Assumes the position of Safety Officer and advisor to the Incident Commander during times of disaster and emergent operations. - Responsible for organization-wide safety and security. Appointed the authority to exercise appropriate administrative and physical actions to address any incidents that pose immediate threat to life, health or harm of patients, visitors, staff or damage to buildings and property. - Supervise Fire, Active Shooter, Disaster and all other required training/drills for the hospital and offsite clinics. Train all hospital employees on proper responses and procedures during an emergency that requires evacuation or response to fire. Ensure all drills comply with regulatory requirements. - Oversee the management of Life Safety Program and Preconstruction risk assessments. In coordination with the facilities department and infection prevention, creates interim life safety risk assessment for any repair work and construction projects. Ensure compliance with all regulatory agencies. Oversee the management of Environment of Care (EOC) Program in all patient areas and non-clinical areas. Generate reports on findings from EOC rounds and ensure that deficiencies are corrected in a timely manner. - Ensure that the organization conforms to all federal, state, county and municipal laws, codes and ordinances pertaining to the environment of care. - Perform regularly scheduled EOC rounds to identify any non-compliant EOC and safety items. Develop action plans to resolve and/or mitigate the safety risk. Work with hospital staff to resolve identified deficiencies. Responsible for ensuring disaster supplies are stocked, unexpired and replenished as necessary. - Manage the fire and life safety testing in coordination with the facilities department as required by CMS, Joint Commission and other regulatory agencies. Ensure all tests are done on time and all required tests are performed. - Serve as Chairperson for EOC related committee meetings. Ensure meeting minutes are recorded and appropriate follow-up takes place as a result of meetings. - Perform other duties as assigned.   Qualifications: - Minimum of five (5) years’ experience in the development, implementation and management of Environment of Care program in an acute care hospital, required.  - Thorough knowledge of TJC, CMS, OSHA and local standards applicable to acute care facilities, required. - Experience with a minimum of one (1) Joint Commission accreditation survey, required. - Complete knowledge of Federal, State, DHA and Join Commission regulatory agency requirements, required. - Experience in chemical safety, radiation protection, hazardous material management and interpreting occupational safety and health laws and regulations, required. - Excellent communication and interpersonal skills necessary to interact with all levels of employees, visitors and representatives of regulatory agencies, required. - Able to use independent judgment to analyze health and safety issues and determine proper course of action, required. - Knowledge of the Hospital Incident Command System (HCIS) structure, required. Education: - Bachelor’s degree, required. May consider ten (10) years directly related experience in lieu of degree. Certification: - Certified Healthcare Emergency Professional (CHEP) required or obtained within two (2) years of hire or transfer. - Certified Healthcare Safety Professional (CHSP) required or obtained within two (2) years of hire or transfer. - Certified Safety and Health Manager (CSHM) preferred.   Each new hire candidate who is offered employment must pass a physical evaluation, urine drug screen and pre-employment background checks before starting work.
